Tax Expenditures

Policymakers often use tax policy to encourage or discourage behaviors. This popular practice has led to a category of the federal budget commonly referred to as "tax expenditures." These special deductions, exclusions and loopholes are economically identical to spending programs yet do not recieve the same scrutiny because the money is funnelled through the tax code.
