WASHINGTON — The Concord Coalition today hailed the "Blue Dog" budget
proposal as having all the earmarks of a credible and sustainable balanced
budget plan.
"At first glance, the Blue Dog plan appears to set the high standard
by which other Congressional plans to balance the budget should be
judged," said Concord Executive Director Martha Phillips. "I hope budget
strategists in both parties will see its obvious merits and head in this
direction."

proposal as having all the earmarks of a credible and sustainable balanced
budget plan.

by which other Congressional plans to balance the budget should be

Phillips said that, unlike previous plans introduced by the president and
Congressional Republicans, the Blue Dog Plan contains no tax cuts, puts all
government programs "on the table," contains a smooth, steady deficit
reduction path, and sets out responsible entitlement program policies.
Among those policies is a plan to balance the budget by 2005 without
counting the Social Security trust funds.
A more comprehensive analysis of the Blue Dog plan, using Concord’s "10
Criteria for a credible balanced budget," will be available next week.
